On 13th September 2019, a Joint Oral Statement on behalf of 17 organizations was delivered at the 42nd session of the Human Rights Council.

The statement welcomed the Plan of Action for the fourth phase of the World Programme for Human Rights Education, focusing on youth, that has been prepared by the Office of the High Commissioner for Human Rights, in close consultation with several stakeholders including civil society and particularly youth representatives.

The statement emphasized that a significant gap still exists between formal international support for Human Rights Education and national implementation and called on States to support the adoption of the Plan of Action for the fourth phase of the World Programme and to ensure significant commitments to implement it, including submitting follow-up reports requested by OHCHR.
